Project F-HALFNELSON - Search Warrants served in Three Communities Resulting in Charges Against Seven Persons 

 

Please note that this release clarifies that seven (7) persons have been charged, or are being held in police custody pending a court appearance, in relation to this investigation thus far.  Additional arrests may be forthcoming depending on the outcome of additional investigation.

 

On March 31st, 2014, five search warrants were served as the result of a 9 month investigation conducted by the Prince Albert team of Saskatchewan Combined Forces Special Enforcement Unit (CFSEU) and the Integrated Organized Crime – North (Proceeds of Crime) Unit (IOC-N).   This investigation into illicit drug trafficking, money laundering, and possession of property obtained by crime was conducted in the communities of Mistatim, SK, Tisdale, SK, and Arborfield, SK. 

 

Search warrants were served at two residences and a business in Mistatim, SK, one business in Tisdale, SK, and one business in Arborfield, SK.  As a result of the investigation investigators have seized or restrained:

  • Thirty Two pounds of marihuana,
  • Two ounces of cocaine,
  • Three commercial properties
  • Four residential properties
  • Five vehicles
  • In excess of $230,300 Canadian Currency.

 

The following three people have been arrested and are scheduled to appear in Provincial Court at Melfort, SK on April 1st, 2014 at 0930 a.m.:

 

Evan William ASHDOWN, 49 years old of Mistatim, SK. is alleged to have committed:

  1. Trafficking Marihuana in an amount exceeding three kilograms. 
  2. Trafficking Cocaine. 
  3. Possession of Marihuana in an amount exceeding three kilograms for the purpose of Trafficking.
  4. Possession of Cocaine for the purpose of Trafficking.
  5. Possession of Marihuana for the purpose of Trafficking.
  6. Possession of Proceeds or Property obtained by crime of a value exceeding five thousand dollars.
  7. Money Laundering.  

 

Pamela Diana ASHDOWN, 48 years old of Mistatim, SK. is alleged to have committed:

  1. Possession of Cocaine for the purpose of Trafficking.
  2. Possession of Marihuana for the purpose of Trafficking.
  3. Possession of Proceeds or Property obtained by crime of a value exceeding five thousand dollars.
  4. Money Laundering.

 

Adam Clayton John ARTHUR, 33 years old of Caragana, SK is alleged to have committed:

  1. Two counts of trafficking Marihuana.  
  2. Two counts of Possession of Marihuana for the purpose of Trafficking. 
  3. Two counts of Possession of Proceeds or Property obtained by crime of a value not exceeding five thousand dollars.  

 

In addition to the above persons an additional four persons were arrested and will be released after appearing before a Justice of the Peace.  Their next court date will be set for Provincial Court in Hudson Bay, SK on April 22nd, 2014:

 

Sheena Elsa ASHDOWN, 25 years old of Mistatim, SK, charged with:

  1. Possession of Marihuana for the purpose of Trafficking. 
  2. Possession of Proceeds or Property obtained by crime of a value exceeding five thousand dollars.

 

Christopher Ryan SIMMONS, 29 years old of Mistatim SK. arrested for:

  1. Possession of Marihuana for the purpose of Trafficking. 
  2. Possession of Proceeds or Property obtained by crime of a value exceeding five thousand dollars.

 

Amanda WIENS, 20 years old of Mistatim, SK arrested for:

  1. Possession of the Proceeds of Property obtained by crime of a value not exceeding five thousand dollars.

 

Richard RENAUD, 52 years old, of Mistatim, SK arrested for:

  1. Possession of Marihuana for the purpose of Trafficking. 

 

One person arrested during the searches has been released without any charges being laid against them.

 

The operation today involved 67 police officers from the following agencies: 

  • CFSEU teams from Prince Albert, Regina, and Saskatoon,
  • Integrated Organized Crime – North (Proceeds of Crime) Unit, 
  • Prince Albert RCMP General Investigation Section,
  • Prince Albert Integrated Street Enforcement Team (ISET),
  • Moose Jaw Organized Crime Unit,
  • Estevan Organized Crime Unit,
  • Prince Albert Police Service, 
  • Members from the Hudson Bay, Porcupine Plain, Tisdale,  Melfort, Nipawin, Carrot River, and Prince Albert RCMP Detachments, and
  • Members of the RCMP Police Service Dog section. 

 

Assistance to this investigation was provided by:

  • Financial Transactions and Reports Analysis Centre of Canada (FINTRAC),
  • Government of Canada Seized Property Management Directorate (SPMD), and
  • Saskatchewan Liquor and Gaming Authority (SLGA).

Waskesiu Lake RCMP

10:30 a.m.

 

On Saturday, March 29, 2014, at approximately 2:00 p.m., members of the Waskesiu Lake RCMP received a call of a fire at the recreation centre in Timber Bay. RCMP members arrived and found the building fully engulfed in flames. Montreal Lake First Nation fire department attended, but the building was completely destroyed. The building was used by the residents of Timber Bay for community functions. Timber Bay is located approximately 120 km north of Prince Albert.   

 

There were no injuries. Waskesiu Lake Detachment is currently investigating the fire with the assistance from "F" Division Fire Scene Examiner Unit and Office of the Fire Commissioner.

Approximately 21 calls for service for this period.  There were 4 Assault related calls for service, 2 Theft related calls, 4 Driving Complaints, 7 Alarms / 911 calls for service, and  a House Fire.

 

March 30th, 2014

 

0753 hrs  -   Report of a male who attended the BUH with a single stab wound to the abdomen.  Occurred possibly in Cochin.  File is still under investigation.

 

0913 hrs  -  Vehicle broken into on Abbott Avenue in North Battleford.  IPod, GPS, headphones missing from interior of vehicle.  Second vehicle also gone through.  Still under investigation.

 

1017 hrs  -  Report of a stolen automobile from Saulteaux FN. Still under investigation.

 

1040 hrs -  Report of a motor vehicle accident at the Coop Car Wash.  Driver was punching code in and vehicle continued forward damaging car wash.  Driver not charged.

 

1237 hrs -  Report of a vehicle tailgating another vehicle on Territorial Drive .  Verbal altercation ensued near the CU Plex.  No charges.  Reported for info.

 

1248 hrs  -  Report of Assault on the 1300 block of 103rd Street in North Battleford.  Alcohol a factor.  This event is still under investigation.

 

1440 hrs  -  911 hang up call on the Moosomin First Nation.  Young persons playing with the phone.  Youth educated on the 911 system.  Concluded.

 

1520 hrs  -  Report of a call for assistance near the Sweetgrass FN.  Motorist turned down a a dirt road and became stuck.  Tow Truck contacted.  Concluded.

 

1554 hrs  -  Call from a male stating that he was lost while en route to Table Mountain.  Was instructed to stay with his vehicle.  Members assisted.

 

1720 hrs  -  Report of an erratic driver on Highway 16 eastbound.  Complaint dispatched to advise neighboring Detachments to be on the look out for vehicle.

 

2012 hrs  -  Report of an Assault at the Beaver Hotel.   A young male located with head injury.  Ambulance dispatched.  Young male transported to BUH.  File still under investigation.

 

2109 hrs  -  False 911 call on 108th Street.  Investigation reveals children playing with the phone.  Youth educated on the 911 system.

 

2144 hrs  -  Report of a male on conditions who continues to fail to report as required by the courts.  File under investigation.

 

2226 hrs  -  Report of Assault on the Red Pheasant FN.  Members attend.  File under investigation.

 

2252 hrs  -  Report of Mischief to a residence on the Red Pheasant FN.  File under investigation.

 

2309 hrs  -  False alarm at the Notre Dame Church in North Battleford.  Concluded.

 

0048 hrs  -  Report of an Impaired Driver on Territorial Drive.  Patrols made.  Not located.

 

0343 hrs  -  Call to assist stranded motorist on Highway 16 between Saskatoon and North Battleford.  Vehicle broke down.  Patrols made.  Vehicle located.  Concluded.

 

0405 hrs  -  Call of a house fire on the 1500 block of 105th Street in North Battleford.  Still under investigation.

 

0507 hrs  -  Report of an alarm at the North Battleford Legion.  Members attend.  Still under investigation.

Maidstone RCMP are requesting the public’s assistance in locating Nichole Marie Dwyer aged 31.  Nichole was last seen on March 27 at 1030 pm.  She is driving a 1991 blue Plymouth Sundance, no licence plate.  Nichole may be in the company of a male known only as Miles.  Nicole is a diabetic and requires insulin injections.  Nichole is known to frequent the North Battleford area.

 

She is described as 163 cm (5’4”) and 64 kg (140 lbs), with brown eyes and sandy brown hair.  She also wears prescription lenses.

North Battleford RCMP are continuing in this investigation. 

 

North Battleford RCMP are investigating a Sexual Assault which occurred at approximately 1am on Saturday March 29th, 2014.  A woman was attacked by an unknown male suspect as she was entering her home on Gregory drive,  where she was physically assaulted  by the male suspect who also threatened the victim with a knife.  A brief struggle ensued before the victim was able to activate an audible alarm which frightened the subject away.  The suspect is described as Caucasian, younger in appearance, with dyed blonde hair down near the bottom of his neck, wearing a black touque, a long coat, with dark clothing and wearing multiple silver hoop style earings.  The investigation is continuing, anyone with any information is asked to contact the North Battleford RCMP at 1-306-446-1720 or Crime Stoppers at 1-800-222-8477.
